Wall Street Journal - By Peggy Noonan - Oct. 30 (Opinion) - Well, I think we know where this one's going. The polls came like waves this week. Independents breaking hard for the GOP, those making under $50,000 going Republican, the party has a 20% lead among college graduates. Gallup says 2010 is looking better than the year of the last great sweep, with 55% of respondents now saying they are Republican or lean Republican. It was 49% in 1994. RealClearPolitics has 222 House seats going to the Republicans, 175 to Democrats, and 38 toss-ups, of which 36 are currently held by the Democrats. The president's approval numbers remain well below 50%, and Congress's disapproval numbers above 70%.

"Right now we're being treated like we're worth losing." Kate Coatar is seriously considering voting for Green Party candidates instead of Democrats, whom she normally supports. James Wyatt won't cast a ballot at all because he no longer trusts anyone to fight for causes important to him. Disappointment is showing up in another way: Some are refusing to donate money to candidates until they see progress, although it's difficult to gauge how much that has affected fundraising.

In other words, independent voters have tended to side with whichever party can legitimately claim not to be in charge at the moment, and ideology doesn’t have a whole lot to do with it.

In Colorado, for example, Democrats control the governorship and both houses of the Legislature for the first time in over four decades. Last year, Virginia Democrats gained a 21-to-19 majority over Republicans in the State Senate, the first time the party has controlled that body in a decade. In New Hampshire, Democrats are in control of both the legislative and executive branches for the first time since 1874. In Iowa, Democrats have taken over the statehouse and the governor's office simultaneously for the first time in a generation.

He is Washington's leading campaigner against pork. He is a principled federalist on issues like gay marriage. But there is plenty in his record to upset small-government conservatives. He likes to think of himself as a latter-day Teddy Roosevelt blowing the trumpet of "national greatness conservatism". He broke the conservative covenant by supporting campaign-finance reform. His defence of the Iraq war may also cost him votes from small-government conservatives.

After departing Capitol Hill, Barr became disillusioned with what had become of his Republican Party. He was nearly apoplectic about Bush's conduct in the NSA warrantless search scandal, suggesting the president "deliberately order[ed] that federal law be violated," and "ignored" the Constitution. Shortly thereafter, Barr agreed to introduce Al Gore at an event in which Gore blasted the president's "excessive power grabs." He was also highly critical of the Bush administration in the prosecutor purge scandal.
