Leahy’s move holds up more than $100 million in US aid. The money has been delayed under a law linking 15 percent of US funding to Mexico under the Merida Initiative to Mexico’s record on human rights. On Monday, President Obama praised the Mexican government for its handling of the drug war. We speak with Charles Bowden, a reporter who has been extensively covering the human consequences of Mexico’s drug war.

Huffington Post - By Sandy Goodman Sandy Goodman - Mar. 01 (Special Report) - Those oft-quoted words of the late Mexican dictator Porfirio Diaz came to mind today when I read still another horrific story about how ruthless, terrifying gangs of Mexican narcotics traffickers, competing for which of their products end up on American streets, and battling their government's efforts to stop them, have turned huge swaths of their own country into killing grounds. The gangs murder, decapitate, kidnap and threaten innocent people on a daily basis, especially targeting two groups of individuals that American gangsters don't dare mess with -- police officers and reporters. Today's is another horror story from Ciudad Juarez, the Mexican city of 1.5 million people just across the border from El Paso, Texas. It's about how narco-gangsters forced the police chief - a retired army major - to flee the city to avoid being killed. He left town a week ago after the gangs threatened to kill a police officer every 48 hours until he quit. They made their threat good by killing his deputy, three other officers, and then another cop and a prison guard.

With the help of the U.S. Government and a U.S.-based technology company, the Government of Mexico plans to install a communications interception system that would enable its federal investigations agency to monitor and record any landline, cellular or Voice-over-IP telephone call made anywhere in Mexico, in an effort to thwart narcotics trafficking and terrorism. On February 23 the U.S. State Department awarded a contract worth nearly $3 million to Verint Technology, Inc., of Melville, NY, to install the multi-faceted interception system for Mexico's Agencia Federal de Investigacions, or AFI, which will include a monitoring center located at AFI's headquarters in Mexico City. "The telephone intercept system shall provide real-time interception, monitoring, and recording of phone calls made through TSPs [telephone service providers] and selected from a database of target phone numbers," explained a statement of work posted online by the State Department's bureau of international narcotics and law enforcement affairs in late 2005, when this plan was first unveiled.

The 51-year-old reporter for the El Paso Times has been claiming for years that gang initiation rites and sport killings are the motive behind many of the murders, especially among the 100 or so women whose bodies, dumped in the desert outside Juarez as well as within the city, showed signs of sexual torture and abuse. More than 400 women have been murdered in the region since 1993.

Narco News - By Al Giordano - Jul. 08 (News Report) - Commercial Media organizations are reporting that Felipe Calderòn won Sunday’s presidential election by 0.58 percent of the vote and will govern Mexico for the next six years, beginning on December 1. It would not be the first time that the Commercial Media has been wrong. Many of those reports have claimed that Wednesday’s first official count of precinct results in Mexico – 130,000 pieces of paper that claim to represent the vote tallies – was a “recount.” It would not be the first time that lazy “pack journalism” got a major international story wrong. The truth: No recount occurred on Wednesday, or before, or since. What occurred – we repeat – was only the first official count of precinct tallies. A Narco News investigation has found that in the small sample of precincts – less than one percent – where a recount was allowed, the shift in numbers away from Calderón was so drastic that, if recounts of all the ballots followed the same trend, the official results would invert and Andrés Manuel López Obrador would become the clear winner of the presidency by more than one million votes:
