On Friday, the International Atomic Energy Agency (IAEA) said it had new information on &quot;possible military dimensions&quot; to Iran's nuclear plans, which Iran says are purely peaceful.

The IAEA will supervise the unloading of fuel from Bushehr, Iran's nuclear envoy Ali Asghar Soltanieh said.

Iran began the Bushehr project in 1976.

Iran's Fars news agency says the fuel is being removed for &quot;technical reasons&quot;.

Iran is trying to sell the tour as a gesture of transparency ahead of the Jan. 20-22 talks in Istanbul, Turkey. In a blow to the effort, however, major powers Russia, China and the European Union refused the Iranian invitation. The EU said it should be up to inspectors from the U.N.'s International Atomic Energy Agency to verify whether Iran's program is entirely peaceful.
