MAP: These States Rejected Federal Money to Fix Their Terrible Mental Health Systems

Mother Jones - By Erika Eichelberger - Jun. 10 (News Analysis) - Less than half of Americans living with mental illness receive the treatment they need—a failure that lands large numbers of mentally ill people in jails, emergency rooms, and on the streets. One provision of the 2010 Affordable Care Act, a.k.a Obamacare, would help fix the problem. Under the law, states will get hundreds of billions in federal money over the next ten years to provide health care to 2.7 million poor mentally ill people who are currently uninsured . But 17 states—including some states with among the worst mental health programs in the country—are rejecting these funds.

So, instead of a job or welfare, Butler has only a bitter sense of resignation that she must do whatever it takes to secure cash.

nationofchange.org - By John Nichols - Sep. 23 (News Analysis) - The American Civil Liberties Union notes that "systemic racial bias in the application of the death penalty exists at both the state and federal level," and it notes historic patterns of discrimination in particular states such as Georgia—highlighting the classic work of University of Iowa law professor David Baldus, who found that during the 1980s prosecutors in Georgia sought the death penalty for 70 percent of African-American defendants with white victims, but for only 15 percent of white defendants with black victims. (Troy Davis' case traces back to an incident in 1989.) The patterns of discrimination, noted Justice Stevens, “provides a haunting reminder of once prevalent Southern lynchings.”

Russia and Georgia accused each other of walking out of the UNbrokered talks. “De facto the discussion was broken off by Georgia, which refused to participate in the plenary session,” Interfax quoted Deputy Foreign Minister Grigory Karasin, who headed the Russian delegation to the Geneva talks, as saying.

Georgia says Russia not respecting ceasefire agreement

eubusiness.com - Oct. 10 (News Report) - Under an EU-brokered peace plan, Russian forces had until October 10 to pull back from buffer zones around Georgia's rebel regions of South Ossetia and Abkhazia to positions held before the August war. On Wednesday, the Georgian Interior Ministry confirmed that Russian forces had already withdrawn from the buffer zones. But Russian forces were still controlling access to the Akhalgori district, which lies in South Ossetia as determined by the region's Soviet-era borders. The district, home to both ethnic Georgians and Ossetians, was controlled by Tbilisi prior to the August war, but it is now mostly held by Russia's separatist allies. Moscow has recognised South Ossetia as an independent state and plans to keep 3,800 soldiers there.
