Gay man is victimized twice, by killer and state

Baltimore Sun - By Peter Hermann - Jan. 18 (News Report) - He was shot in September 2008 while walking hand-in-hand with his longtime partner, Alex Chavarria, on Howard Street in Mount Vernon. Witnesses told police that a young man, previously overheard saying, "I'm going to kill myself a gay tonight," stopped to ask Footman a question or bum a cigarette, and then shot him twice. Baltimore police classified the shooting as a possible hate crime but have not made any arrests. Footman spent months at Maryland Shock Trauma Center, then at a rehabilitation center, then at home. In July, he returned to Shock Trauma for more surgery, and he died Nov. 9. Glen H. Footman, a true victim if there ever was one in Baltimore, died too soon to get any money from the Criminal Injuries Compensation Board. And because Footman, 52, had no spouse and no dependents, there is no one for the state to give the money to. Footman and Chavarria, together for 13 years, could not marry in Maryland. And had they been legally wed in one of the few states that recognizes gay marriage, it is unclear whether Chavarria could receive compensation here. Maryland's attorney general is working on an opinion as to whether this state would recognize unions that are legal elsewhere.

Keith Bardwell, justice of the peace in Tangipahoa Parish, says it is his experience that most interracial marriages do not last long. "I'm not a racist. I just don't believe in mixing the races that way," Bardwell told the Associated Press on Thursday. "I have piles and piles of black friends. They come to my home, I marry them, they use my bathroom. I treat them just like everyone else."

By official estimates, there are currently 13 million to 15 million Iranians of marrying age; to keep that figure steady, Iran should be registering about 1.65 million marriages each year. A common justification among Middle Eastern men for taking a second wife is that their first has not produced a son. Another reason is that first marriages are often arranged by families between cousins, without consent from either man or woman. A second wife can often be a “love match.” On other occasions widows, of which there are many in Afghanistan, are re-married to surviving brothers to keep the children in the family.

Miami Herald - By Carol Marbin Miller - Nov. 26 (News Report) - A Miami child welfare judge Tuesday declared Florida's 31-year-old ban on adoption by gay people unconstitutional, rejecting the state's claim that the law promotes public morality and the best interests of foster children who may be harmed by same-sex parents. Miami-Dade Circuit Judge Cindy Lederman approved the adoption of two half-brothers, identified only as John and James Doe, by Frank Gill, a gay North Miami man who has raised the two foster children since they were brought to him in December 2004 by a state child abuse investigator. The boys now are 8 and 4 years old.

Experts clash on gays' bids to adopt children

Miami Herald - By Carol Marbin Miller - Nov. 17 (News Report) - The judge's ruling will determine whether a 4-year-old boy and his 8-year-old brother can be adopted by Frank Gill, the North Miami foster parent who has raised the boys for four years, and his partner. Lederman said she will decide on the adoption later this month. Florida is the only state that bans all gay people from adopting. This fall, a Circuit Court judge in Key West declared Florida's ban unconstitutional, although the decision is unlikely to hold much sway because it was not appealed to a higher court. Since the state is fighting Gill's attempt to adopt the two boys, a decision by Lederman to declare the law unconstitutional would be of far greater consequence. Most likely, the case will ultimately be decided by the Third District Court of Appeal or the Florida Supreme Court.

She had raised four children while turning herself into a rising star of the Republican Party of Alaska and then the national one. But then the still-new governor discovered she was pregnant. Piper, the youngest of the Palin brood, was 6. The family had long since given away their crib and high chair. A few weeks later, after an amniocentesis, a prenatal test to identify genetic defects, Ms. Palin learned the results. Some abortion opponents decline such tests, but as her older sister, Heather Bruce, said, Ms. Palin "likes to be prepared." With her husband, Todd, away at his job in the oil fields of the North Slope, Ms. Palin told no one for three days, she later said. Once they reunited, the Palins struggled to understand what they would face. Children with Down syndrome experience varying degrees of cognitive disability and a higher-than-average risk of hearing loss, hypothyroidism and seizure disorders. About half are born with heart defects, which often require surgery. The couple decided to keep quiet about the pregnancy so they could absorb the news, they told people later. And there were political factors to consider. "I didn't want Alaskans to fear I would not be able to fulfill my duties," Ms. Palin told People magazine last week.
