Washington Post - By Anne Applebaum - Nov. 02 (Opinion) - Angela Merkel quietly ascended to the position of German chancellor. Having run a low-profile, even boring, campaign last month did nothing to lessen her popularity. Her subtlety and the fact that she is female are much to her advantage. She has made great strides toward the strengthening of Germany without inciting fear or criticism the way powerful male leaders have in the past. She has faltered on economic and foreign policies, but should she tackle these issues and/or acquire a larger global role, she will doubtlessly do so politely and quietly, without being noticed.

The treaty will place the European Union on an upward trajectory. In addition to restructuring and improving the efficiency of governance, the treaty enhances Europe's ability to speak with a single, clearer voice. The new EU Common Security and Defense Policy will bolster the European Union's coherence in the role it plays in the world. This will principally occur through the creation of the High Representative of the Union for Foreign Affairs and Security Policy, the new president of the European Council, and the European External Action Service.
