Had the network of sensors picked up radionuclides from the North Korean explosion two weeks ago? Seismologists here today say they are comfortable that explosion was a nuclear test, but detecting radionuclide evidence in the form of radioactive gas is the "smoking gun". And the big news here is that they have not found that signal.

EU tightens bluefin tuna fishing rules

AFP - Apr. 06 (News Report) - European Union countries adopted new rules Monday to help restore endangered bluefin tuna stocks in the Atlantic Ocean and Mediterranean Sea, bringing the bloc into line with international standards. The rules introduce "significant cuts" in bluefin tun quotas by 2011 and shortens the period in which the species can be fished by four months. The season begins on April 15.

euobserver.com - By Renata Goldirova - Oct. 15 (Special Report) - At this week's top-level summit in Brussels (15-16 October), EU leaders are expected to formally back the European Pact on Immigration and Asylum, a set of political commitments in five areas - regular and irregular immigration, border controls, asylum policies and co-operation with countries of origin and of transit. The pact states that the 27-nation bloc "does not have the resources to decently receive all the migrants hoping to find a better life" within its territory. It suggests that the union's policy be based on a state's needs and ability to welcome people, more precisely, on its "reception capacity" when it comes to the labour market, housing, health, education and social services, but also on the risk of exploitation of immigrants by criminal networks.

Georgia has insisted that Russia must withdraw all their troops to military lines held before the war, while Moscow has called on the Georgians to sign a “concrete and legally binding” security pact with South Ossetia and Abkhazia.

The UK will nationalise some banks this morning. The euro area agreement consists of three main components: state guarantees of new debt issuance by banks, recapitalisation of banks, and new temporary accounting rules. We think there are no explicit provisions for the non-collateralised inter-banking market, but the deal appears to cover the commercial paper market. The agreement is much more specific that Friday’s G7 communique.

Georgia says Russia not respecting ceasefire agreement

On Wednesday, the Georgian Interior Ministry confirmed that Russian forces had already withdrawn from the buffer zones. But Russian forces were still controlling access to the Akhalgori district, which lies in South Ossetia as determined by the region's Soviet-era borders. The district, home to both ethnic Georgians and Ossetians, was controlled by Tbilisi prior to the August war, but it is now mostly held by Russia's separatist allies. Moscow has recognised South Ossetia as an independent state and plans to keep 3,800 soldiers there.
