Summary: The article talks about what happens in case of a tie in voting. What's New: The things they have in place as far as a tie breaking if the election ends up in a tie. Balance: It was balanced. Mostly just an article informing people what happens in the case of a tie. It didn't lean one way or another with any bias, I thought anyways.
