'Back At Square One': As States Repurpose Welfare Funds, More Families Fall Through Safety Net
Brianna Butler would prefer never again to see the inside of the DeKalb County welfare office. She is eager to work.... Without childcare, however, she cannot satisfy Georgia's requirements that she first attend four weeks of classes designed to teach her how to look for a job, how to write a resume, how to handle an interview.
