The important context and background of this piece is the inherit knowledge of the readers and their basic history lessons. It vaguely refers to the heinous crimes and almost annihilation of a race as resolving "historical grievances" through monetary funds. The background that was given about past lawsuits was helpful in understanding why the current lawsuit was more easily accepted and passed through congress.
