Bush's AIDS Money Still Comes with Strings, Say Activists

In response to President Bush's call for a U.S. investment of an additional $30 billion for global HIV and AIDS programs over the next 5 years, the Center for Health and Gender Equity (CHANGE) called on Congress to remove onerous restrictions on prevention funding under the President's Emergency Plan for AIDS Relief (PEPFAR) that are grossly undermining efforts to stem the spread of HIV.

Primarily an advocacy piece, this essay could benefit from better and clearer sourcing. While I personally believe what it says is true, I would like to have seen more in the way of annotated references rather than opinion stated as fact.

This subject is so important, unfortunately the author constructed the article very poorly. The majority of the elements are there but are wove togther in a random unconnected manner. Also, stats are cited but not given the proper credit, just a laundry list of organizations.
