Under Thomas Jefferson's Manual for Rules of the House, such a joint resolution, should it pass, is an alternative route to impeachment, and would require the House Judiciary Committee to initiate an impeachment hearing to determine whether grounds for impeachment of the president and vice president exist. There are some elements of a news report here but it is principally an opinion piece maintaining that any legislator standing in the way of Bush/Cheney impeachment is bucking the will of the voters. The news is specific to Vermont but at least one paragraph expands the opinion to the nation.

The story tells it like it is, reflecting the opinions of many outraged citizens. Wow! While certainly opinionated, this article taught me some things about impeachment--and I thought myself better informed than many on the topic. What it fails to mention, and I really wanted to know, were the specific high crimes and misdemeanors the Vermont senate would base impeachment on. I was talking to a lawyer on this very topic about a week ago and that was his first question.
