Balanced. The article is true to the title, in that it looks at the questions raised. However, it doesn't do answer them fully. When some companies were passed over for money from the Energy Department, what were the reasons? This is unclear. Still, an original look at how President Obama and his administration is looking to promote clean-tech alternatives and what that support means to promoting growth and innovation.
