I've read other reports that do a better job of speculating or finding out why the people who voted against it did so. None have so far answered why House leadership brought the bill to a vote in the manner they did.

“They didn’t do the basic job of Congressional leadership, which is count votes”.... Duh! They also didn't do what they said they would, which was to have a transparent process with 72-hour notice and time for debate and amendments. That promise was just a few months ago. How quickly they forget!

Boehner calls for a fast tract vote in the U.S. House, which has a Republican majority, then blames the Democrats when the vote fails. That's very rich!
