Chastizing Montgomery's school board is of little help for Maryland charter schools
THE MARYLAND State Board of Education could not have been more forceful in knocking down Montgomery County's rejection of two charter school applications. Not only did it fault Montgomery school officials for not following proper procedures, but it accused them of bias against charters and ordered reconsideration of the rejections.
