Iran denies it established preconditions for negotiations, but this is not clear from this article.

China and Russia are not happy with the sanctions against Iran, but we may see yet another round of sanctions even though they seem to impede working out a resolution of the situation. And we should bear in mind that Iran allows the IAEA to monitor all of its nuclear materials, while Israel will not even let them in the country.
