(Blog Post) while the Dartmouth Atlas findings are alarming, it is not easy—nor, perhaps, desirable—to craft policy solutions to address these findings without at least trying to uncover what lies behind these findings. It is not easy, for example, to contemplate cost-cutting measures unless one has an idea about where to start.
