I'm not sure if it's quality. It's apparently based on some statistics and some general observations, and it does set out a lot of priorities.

And it indicates a lot of things that have to be done. But it doesn't say how! And since a lot of the things that have to be done are really decided locally rather than nationally, it's really going to be hard.
