This is a necessary back story and analysis to the story published on "truthout" regarding the Department of Defense's decision to use a controversial drug, mefloquine, as a prophylactic treatment for malaria. This is basically a synopsis of the complete report which can be found at this URL – http://law.shu.edu/ProgramsCenters/PublicIntGovServ/policyresearch/upload/drug-abuse-exploration-government-use-mefloquine-gunatanamo.pdf

The military has failed to provide credible explanations for its procedures. Detainees and their attorneys have been denied access to their own medical records, an egregious ethical violation. All health providers should join the call for Guantánamo to respect fundamental rules regulating medical ethics everywhere.”

I’m sure there are others out there that are like me, thinking I thought we had quit doing things like this, some things just never seem to change.
