The article does little more than say a change is coming, it neither explains the two basic options or gives the virtues of either. It leaves open the bs that the comments(obviously placed by paid media writers) to give misleading and only partially true statements.

This is a case where privitizing a goverment service costs both the taxpayers and the recepient more than when the goverment provides the service itself.
