You can only have corruption, if you have money. The money is coming from the U.S. What nutjob is in charge of giving out and accounting this money?A good story that is factual even if it is not sourced well.

A concise article, it focuses on the real problem. Widespread government corruption in Saigon insured Vietnam's eventual military defeat. The current corruption in Iraq makes Vietnam look like Romper Room and Afghanistan might be even worse.
