Although this journalist was obviously looking at Dubai from a western perspective, he did a good job of seeking out a variety of voices that have very different views on the issues of economic growth and labor practices in Dubai. He clearly had already formulated a somewhat partial opinion of Dubai (clearly as a result of his investigation) that pushed his writing in an interested direction, but this shouldn't detract from the fact that his article brought up many valid and relevant issues.
