Leopold continues investigating and tracking the lack of progress in pursuing Bush administration war crimes. This article provides some more unattributed quotes that provide the flavor of the backsteppers.

If a truth commission deposes lower level participants with immunity in order to fuel a prosecution of higher-ups by an independent prosecutor, this would all work together. US and international law require prosecution for war crimes.
