The article mixes the concepts of energy efficiency and energy conservation, two quite different concepts (see my comment) and fails to focus the main issue: Energy efficiency through weatherization is a local, case by case, task. The base technologies are general, their application are not. It requires highly educated and experienced designers and well trained manpower. A lot of public (and journalists) education is needed.

Not many viewpoints, but they are balanced. Somehow I found this story hard to read. Yet it does have a fair amount of information.

This piece brings up some important issues with all the money being spend by the Federal government, but it fails at adequately dealing most, however. Is there the local capacity to spend this money? Who's interested in it, and who's threatened by the money?

A decent story—important, though, because once again we see that the effects of the stimulus are best viewed on the state and local level.
