The reporters of this article elicited the classic Police response to criticism from Commissioner Kelly to Police Policy-slay the messenger, cite previous study, give a reasonable explanation for the Policy, and enlist a study from a source of thier choosing to return an opposite conclusion. The article does not state what percentage of these stops are actually reported and what percentage of those lead to arrests. Additionally, some information of when and where these stops are done might reveal much. The Commissioner disclosed no intent to modify the Policy.
