The fault lines that apply in this case are generation and geography. The rising levels of PAHs in waters near Louisiana may spread to nearby cities and states. Generation comes into play because it's affecting people today, from the current generation, and possibly the future generation as well. If I were a citizen living in Louisiana, the issue would impact me a lot more.
