This opinion piece is very clear in it's argument: California is favoring illegal immigrants over its legal citizens by proposing the Dream Act. The author provides a number of statistics to which we are given no source, and many of the arguments that the author uses are quotes from other "critics". One quote is provided from the author of the bill, which actually supports this writer's argument that the bill is very costly, and one quote is provided from PR Newswire to give a factoid about the bill. The rest of the quotes are from various opponents of the bill, and the first half of the piece hangs on these. The second half of the piece provides a whole host of statistics, once again without a source, about the condition that California's schools are in. The entire argument of the author boils down to the bill being costly and schools and the state already floundering for cash which is something quite obvious. The argument is not very illuminating, and one can't help but wonder at the lack of any consideration of what role illegal immigrants play in the state of California aside from potentially using tax payer's money. Wouldn't the state be in even dire straits if we deported every illegal immigrant?

This opinion piece frames the issue of the dream act as an issue of money. The piece starts immediately by pointing out the financial difficulties of the state of California, and all the quotes and information that follow are commenting on the cost of the act and how it will be a burden on taxpayers. Near the end of the piece the author details the cost of going to college and how fees continue to increase which ties together the money issue of the dream act as well as its intention to bring undocumented immigrants into college with the costs Californians are paying to go to school. The quotes from opponents of the act make this comparison clearly an indication that the act is taking from "legals" and giving to "illegals" which is implied to be a grievous injustice.
