Thousands of Troops Are Deployed on U.S. Streets Ready to Carry Out "Crowd Control"

Background: the First Brigade of the Third Infantry Division, three to four thousand soldiers, has been deployed in the United States as of October 1. Their stated mission is the form of crowd control they practiced in Iraq, subduing "unruly individuals," and the management of a national emergency. I am in Seattle and heard from the brother of one of the soldiers that they are engaged in exercises now. Amy Goodman reported that an Army spokesperson ... Full Story »

No. The author has done better work. She raises public attention, at least to the readers of Alternet, but is shrill in tone and a bit late out of the gate as The Defense Authorization Act of 2006, passed on Sept. 30 gave Bush this power, as noted in Congressional Quarterly: http://public.cq.com/public/20061201_homeland.html And even in its current incarnation in the mostly unreported news, Radley Balko, a senior editor of the libertarian Reason Magazine alerted readers to an item in the Army Times on September 24 in "Posse Comiwhatus?" http://www.reason.com/blog/show/128987.html The article he links to was updated on September 30 and can be read here: http://www.armytimes.com/news/2008/09/army_homeland_090708w/ By staff writer Gina Cavallaro, it was benignly titled "Brigade homeland tours start Oct. 1: 3rd Infantry’s 1st BCT trains for a new dwell-time mission. Helping ‘people at home’ may become a permanent part of the active Army." The American Conservative questioned martial law in April 2007: http://www.amconmag.com/article/2007/apr/23/00026/ There was an April 2008 piece in Stars in Stripes: http://www.stripes.com/article.asp?section=104&article=61719&archive=true WaPo staff writer Bradley Graham had a front page story Aigist 8: " War Plans Drafted To Counter Terror Attacks in U.S.: Domestic Effort Is Big Shift for Military. "See: http://www.washingtonpost.com/wp-dyn/content/article/2005/08/07/AR2005080700843.html The military officials quoted in the article didn't seem to envision the type of deployment we are now reading about. "The war plans represent a historic shift for the Pentagon, which has been reluctant to become involved in domestic operations and is legally constrained from engaging in law enforcement. Indeed, defense officials continue to stress that they intend for the troops to play largely a supporting role in homeland emergencies, bolstering police, firefighters and other civilian response groups." For background, see the former FEMA director's opinion that the Posse Comitatus rule allows the President and Congress to order the military to police domestically. http://www.homelandsecurity.org/journal/Articles/brinkerhossecomitatus.htm For an article from llrx or the historic interpreatioin of the Act, See: http://www.llrx.com/features/posse.htm See also: http://www.antiwar.com/bock/?articleid=7468
