this artilcle needed more time to hear from the number of people in the conversation with a stake in the story. it was an overview only. however, the important part that the epa is going forward and that there will be objections is there. the enviromental group representative makes a point that the targeting early in a company's process which the epa has in mind would seem to make a lot of sense.
