This is an admittedly delicate story for the Times to cover. I do feel, however that the writer is too cautious. He seems unwilling to explain how this fits into larger property issues in Israel and Palestine, such as the right of return issue, which has served as an obstacle to peace as recently as the Camp David talks during the Clinton presidency.
