Readers will understand the point of the headline when they read through the article. It's all about framing the environmental debate in terms of effective government for public benefit rather than for the benefit of energy sector corporations. The underlying premise is that environmental issues can be discussed within the context of conservative small government philosophy versus progressive views on effective government.
