WHAT is small, French and green? President Nicolas Sarkozy, who proposed on Thursday September 10th a tax on carbon-emitting sources of fuel. If it goes ahead, 17 euros ($25) will be levied, initially, per tonne of carbon dioxide. Fails to place the tax in perspective. Gasoline costs $6.80 (US) per gallon now in france. This tax adds another 31 cents. The effect on gasoline consumption will be extremely small.
