Chen is a solid reporter who writes about NYC politics. I can't tell if the quote from one of the caucus leaders is from an interview or just a news release. I'm hoping the former, as he mentions another place in the article that he held an interview w. the members in the office of Margaret Chin, who represents Chinatown. He also interviewed the Council speaker and a spokesperson for the mayor, as well as Kenneth Sherrill, retired Chair of the Political Science Department at Hunter College. (see link on Prop 8 for an example of his research). Whom he failed to interview were any conservative members of the Council.
