Bush's torture ban is full of loopholes

The president has issued an executive order to stop the CIA from using torture, but the ban is unenforceable.

Its final section states that the order creates no rights enforceable by any victim against the United States or its employees, while expressly offering CIA employees a defense against any attempt to hold them liable for abuse. The ultimate purpose of the law, in other words, is to protect the potential perpetrators, not the potential victims.

While the news is bad, the story is well written and examines the fine print. The sadistically and passionately cruel radical president who campaigned as a compassionate conservative has released his NewSpeak ban on torture that appears to continue his counterproductive and mad pursuit of torture as a tool against terror. More US enemies will be created, more US would-be-friends will be put off.

A lightweight review of the USA torture policy that should certainly label Mr. Bush the TORTURE PRESIDENT as his legacy. This is more of an editorial than new reporting.
