Time - By Bryan Walsh - Nov. 19 (News Report) - Like the vast forests of the world, which continually suck carbon dioxide from the atmosphere and release oxygen, the planet's oceans serve as vital carbon sinks. Last year the oceans absorbed as much as 2.3 billion tons of carbon, or about one-fourth of all manmade carbon emissions. Without the action of the oceans, the CO2 we emit into the atmosphere would have flame-broiled the planet by now.

If the polls are accurate, McDonnell could walk off with a double-digit victory over Democratic nominee Creigh Deeds in Tuesday's election — this in a state that only a year ago was declared to be trending blue. And across the Potomac, Washington is paying attention. "The independent electorate in our state has indicated in a very strong way that they believe the vision that Bob McDonnell is out there promoting is one that satisfies what they're feeling right now," says Representative Eric Cantor of Virginia, the No. 2 House Republican.

Karzai Declared President As Election Runoff Canceled

Time - By Aryn Baker - Nov. 02 (News Analysis) - If the Obama Administration had hoped that pressuring President Hamid Karzai into accepting a runoff election would strengthen the legitimacy of the resulting Afghan government, those hopes have now been dashed. Karzai has been declared the elected President of Afghanistan by election-poll officials, after they scrapped the planned second round of the vote. Independent Election Commission chairman Azizullah Lodin announced that Karzai was the victor during a news conference in Kabul on Monday. "We declare Hamid Karzai, which got the majority of votes in the first round and is the only candidate for the second round of the election in Afghanistan in 2009 ... is the elected President of Afghanistan," said Lodin. He went on to explain that the second round on Nov. 7 had been canceled to save money, for security reasons and to prevent further delays which could damage Afghanistan both politically and economically.

Is the Chamber of Commerce Its Own Worst Enemy?

Time - By Ken Stier - Nov. 01 (News Analysis) - The Chamber is undoubtedly the most effective business organization in the country, but lately it has found itself stumbling. President Obama has slammed it for "completely false" ads against his proposed Consumer Financial Protection Agency, and the White House has increased its efforts to seek out CEOs directly and marginalize the Chamber. Major Fortune 500 players Nike, Apple, Exelon and PG & E, recently quit the organization (or its board) because of its "extreme rhetoric and obstructionist tactics" on global warming, as Nike put it in a letter. The Chamber has spent $17 million on the health-care debate, more than any other organization, but may end up losing its fight to keep any form of public option from ending up in the final legislation. And last week, the Chamber was the victim of an elaborate media hoax, when activists put out a fake press release and held a phony news conference announcing the Chamber's supposed shift in its controversial climate change stance.

The counter-proposal offered by Iran on Thursday contained such substantive revisions that Western officials are interpreting it as a rejection — at least of the aspect of the deal most important to the Western powers. More worrisome, perhaps, for the future of President Obama's engagement strategy may be the fact that although the deal contained some important concessions to Tehran, the possibility that President Mahmoud Ahmadinejad might embrace it sparked a storm of criticism from across the Iranian political spectrum.

Time - By Karen Tumulty, Michael Scherer - Oct. 22 (Special Report) - It's understandable the drugmakers would want a roll-call accounting of who their friends and enemies are, considering the size of the investment they are making on Capitol Hill: in the first six months of this year alone, drug and biotech companies and their trade associations spent more than $110 million — that's about $609,000 a day — to influence lawmakers, according to figures compiled by the nonpartisan watchdog group Center for Responsive Politics. The drug industry's legion of registered lobbyists numbers 1,228, or 2.3 for every member of Congress. And its campaign contributions to current members of Waxman's committee have totaled $2.6 million over the past three years.

Seven weeks after the polling, the U.N.-backed Electoral Complaints Commission (ECC) is still trying to separate fraudulent tallies from ballots. In some provinces, many more votes were counted than were cast. E.U. election monitors characterize 1.5 million votes as suspect, which would include up to one-third of the votes cast for incumbent President Hamid Karzai. Once fraud occurs on the scale of what took place in Afghanistan, it is impossible to untangle.
