Considering that it is a translation of an interview, there are some interesting tidbits that can be gleaned here. There is a lot of background information that this article assumes (falsely in the case of most Americans) the reader already knows.
Europeans have already tried cap and trade and we can learn a lot from their mistakes in design. I wish them luck getting a carbon tax right.
