The author has little knowledge of the civil service statutes or choses to ignore them, and while I may disagree with those rules, every civil servant is either required to follow the rules or not and accept the consequences. If this leads to a law change, that is what civil disobeience is about.

The actual dipute is not mentioned until the next to final graph, and most importantly it glosses over the fact that overflight agreements with BOTH Poland and Kazakhstan have not been finalized. I am always Leary of English language papers in non English speaking countries, but with Russia's recent crackdown on journalist, I am more inclined to give weight to published articles as being something that the administration at least does not feel threatened by. Other than that, it is a good opinion piece calling for peace
